The Georgia Governance Index (GGI) 2021

The Georgia Governance Index (GGI) studies Georgia’s performance in four governance areas: democratic, effective, social and economic, and external. In doing so, the report aims to identify the main challenges and gaps but also the positive developments in different governance areas of Georgia and to provide policy-relevant recommendations on how to mitigate the risks and improve governance quality.

This index is aimed at a wide audience including politicians and political parties, civil society representatives, think-tanks, NGOs, political foundations, international organizations, international and domestic observers, and pundits, as well as to wider public with an interest in Georgian governance affairs. In the lead up to the 2021 elections, immaturity and unpredictability continue to be major characteristics of Georgian politics. Despite the hopes that Georgia would reaffirm its commitment to the path towards a consolidated liberal democracy, the 2020 parliamentary elections and the subsequent political crisis, once again, revealed a recurring plague of Georgia’s democratization efforts: the failure to conduct democratic elections that are uncontested and resolve political tensions rather than fuel them. The First 100 Days of Georgian Dream Government: Reality and Challenges

Georgia’s parliamentary elections in 2020 resulted in a new political crisis, which further complicated the grave situation in the country resulting from the Covid-19 pandemic. In the context of the present crisis, the newly elected government is facing particular problems. It should both overcome the political crisis and improve the troubled socio-economic situation caused by the pandemic. Under these difficult circumstances, political parties also have an important role to play in creating a stable political environment and putting the country onto a normal development track by working with the Government.

GUIDEBOOK: Direction: an Efficient State

This Polish Decentralisation Guidebook aims at presenting in a synthetic way the experience of Poland regarding the re-introduction of local government and the decentralisation process since 1989. Its main goal is to provide representatives of central and regional authorities, experts, and representatives of opinion-forming circles in Armenia and Georgia with relevant information and knowledge. The idea of the authors of this Guidebook was to facilitate mutual learning between the countries, the exchange of good practices, and lessons learned. (more…)
